you want the fuel to fill the float bowl to the correct height and then be kept at this level by the float, needle valve and seat cutting off the fuel supply,the only place the fuel should go is up the main and idle jets to the engine.most carburettors are designed to run on motorcyle engines fed by gravity from fuel tanks.the smaller needle valve has the same force operating on it from the floats and rising fuel, but this force is divided by a smaller area and therefore offers a higher resistance to the opposing incoming fuel pressure thus cutting it off ,as it should.hope that helps.and yes you were talking from your overflow apperture.lol.
