What are peoples thoughts on running air filters without the paper or without the foam, is there a performance advantage?

My previous engines had the paper removed and I initially had carb problems. After paying some attention to the carbs they seemed ok.

Just trying to decide whether to leave new filters as they standard or to remove paper/foam?
