Safety wise the clutch should always allow the drive to disengage in the event of an accident.

The tinkling of the drum/shoes is the most suitable setting, just under engagement speed.

Will a higher tickover help with corner exit speed? - every little helps with a low power engine and the inertia certainly helps.

Similar care towards chains/bearings/axle freedom will all bear fruit in the search for extra horsepower.
