'If I fit stronger valve springs (18lb) to my GX160 I was told it will rev higher but will be slower to get to max revs is this correct'

I think your q is best answered with a back to back test as the time to reach intended revs will depend on so many diff' variables.

In principle the std springs will never reach 6500 revs safely so cannot be compared to the springs that reach 6500 revs.

Now if you said 5,750 revs max then both light and heavy springs would reach intended revs and could be compared by timing how long each took to reach the 5750.

In reality a better test is to time how long the engine takes to accelerate from lowest revs used on a circuit to highest revs used on the same circuit. So a timing might be taken when the engine is held at 2,500 revs and then accelerated to 5,750 revs.
Change the springs, check the v/v clearances haven't changed and do the test again.

A mychron and race studio software will help but a decent stopwatch and a mate to help sync the tests will hopefully give a pair of tests with a big enough difference to make an easy, informed decision.

When you have run the tests maybe post here and share your findings.
