I agree with Adam it's really circuit dependant, you'll probably tend to find the centre bearing and bumper should be loose at the same time...

9 out of 10 venues the centre bearing is in so the bumper is nipped up.

I'll add that driving style and setup have to be added into the mix. A narrow kart with lower castor may prefer a loose bumper... As an example, I use the brake (off throttle) to scrub speed and very little steering input. So I can get away with high castor, wide track kart at most circuits. That sort of setup with bits flopping off it doesn't work very well. If you tend to ride the brake or use the steering to scrub speed you'll need a narrow lower castor kart and can get away with bumpers hanging off etc... (no Black or White answer)

The effect on lap times with the Mk2 7 Kart between tight, nipped and loose it pretty negligable.
