A big "no" from me with regard to sealing. It caused more problems than it solved. I proved that it was open to abuse and convinced the powers that be to have the seals removed. Engines out of the box, de-governed and with valve timing set, do have a certain parity. It is only when you start to optimise the engines that the differences in individual components become more apparent. Don't get me wrong, I am not campaigning for a buy-back class in prokarts or cadets, just offering it as a viable solution when I hear complaints about engine costs. I believe buy-back is the only way of easily policing a more "standard" class.
