the cam has a valve lifter assembly that works at very low revs. When this assembly becomes sticky the exhaust valve is not lifted slightly during a pull start.
Open the side casing, line up the timing dots, remove the cam and clean the valve lift assembly.
Reassemble, with oil on mechanism.

Everything should be ok now.
