Hi slipshod had the same problem in the past, simply got a new carb, nothing else worked.
I work in the lawn mower trade & we get a few of these in every year on wacker plates & other small plant machines.
I think Honda carbs are prone to micro cracks in the carb body.
Once we have cleaned them twice to no effect we fit new one & chuck them in the bin.
