looking at the issue from a different perspective...

# are the two karts the same weight when racing?
# are the two karts similar in back axle friction?
# are the two karts geared the same?
# are the two chains of similar age/condition?
# do the two karts run similar air filters?
# are the air filters equally clean/oiled/fresh?
# are the fuel pumps identical?

all of the above affect fuel consumption so are basic checks that you may well have already checked...
