I don't think the weight increase is a bad thing but there is a domino effect with the other classes.
If you move 1 weight you have to adjust everything above it surely.
We left cadets at 11 with 2kg on and after a year of minimax we were looking at how to save weight.
We went into juniors at 12 and now have 6 kgs to last a few years. Again my son is very tall and not overweight.

But we have to ask has being over weight historically been an issue or is it a modern problem.
