Do not rub down with ruff paper you need scotch them get some plastic primer you can get it in a spray can two light coats with a dryer then light coats of base not to much if you get it thick it will crack & flack of then lacquer them. You can get all the stuff you need from any good paint supplier not hallfords. It would be easer just get some new plastics they never look the best in fact after a couple of weeks they will look s..t after some scrapes.
