For the 21.2cc I believe it's a hard limit. In the 2016 season I saw loads of honda engines checked by scrutineers with a burette, engines were having to be rechecked as front running engines are near the 21.2cc limit. But I agree the wording could be more direct. It's a bit like the standard "volume check", it turns out it's a CIK procedure already used by TKM!
