No it DOESN'T! You are confusing the movement of the magnetic poles with the rotation of the earth! Put simply, if you drew a line through both 'magnetitic poles' you'd find that was a DIFFERENT line than the 'line' through the earth's centres of rotation! The 'magnet' which 'runs through' the earth is at a different angle to it's 'axle'!

If the AXIS HAD moved by 13 degrees, the sun would be 88 degrees 'over head' (In London) in summer. Worse still, that would place the sun at SIXTEEN degrees in winter. Worse, even than that, it would place London within 2 degree of being WITHIN the ARCTIC CIRCLE (I think!) and place Aberdeen WITHIN the Artic Circle! I think those who live there might JUST have noticed it!

For precision, it's agreed the Earth's axial tilt varies between 22.1° and 24.5° with a 42,000-year period. Yes, there IS agreement that it MAY tilt further in about 1 billion years!
