I think it would reduce the severity of accidents, but i'm not in favour of it. There is a trade off, the safer karts are made, the worse they will be driven. Because their is no consequences for nudging.

I have had someone driving up the back of my kart a pfi about ten years ago. Got a tyre mark up my shoulder and a scratched helmet! Bloody hurt actually.
