best way is manually,
I probably do 2 of these a day, use "hijack this" - it shows everything that runs on startup, remove anything that looks iffy, also run spybot search and destroy - the original and th best - run them both in safe mode.

speciffically for what your describing, check for any kind on local override in hijack this, and also REMOVE ALL IE TOOLBARS - ALL.

also check the run areas in the registry, and check the start menu "startup" area.
