You are correct, although the argument about whether it is a benefit or a hinderance is still to be figured out.

There is potentially a benefit to be had by the resistance to roll as well as turn in (effectively an inertial anti-roll bar).

Some may argue that it's resistance to turning may be beneficial, as recent f1 cars are quite unstable during turn in. The change to slicks, reduced size of the rear wing & rearward weight bias (lack of movable ballast) due to Kers systems will make this characteristic even worse this year. This is why most teams at the moment don't know if they will even run a fully functional reliable safe KERS system, if such a thing yet existed :)
