First problem is you are travelling down hill so it is harder for you to bring the car to a stop so it is up to you to recognise this and approuch at a slower pace. Did you see the lights change to green or were they on green when they came into your sight if so again your speed should have been reduced.Its unfortunate but most drivers see a set of lights and try to beat them before they go red you should be anticipating the lights changing and approuch at a speed so you would be able to bring the car to a safe stop. Oh yes did the car behind you stop intime ?
