People get caught speeding not because of some inability to control speed, but because they assume the only way they'll get caught is by a speed camera, hence the disliking of speed cameras they cannot see (or more often, are too blind to notice). They assume they have a right to exceed the speed limits.
Having said that, it's hard to come up with a convincing argument against speed limiters. My only argument against would be the same as most of my arguments regarding governance; that of diminished personal responsibility.
