You are making what's known as an 'inductive reasoning error'. Just because SOMEtimes 'unable' and 'unwilling' CAN be applied to the same state, you are assuming that they are ALWAYS the same. That's a logical falacy along the lines... 'I am holding cat, it's black.... therefore... all cats are black' ..... ohhhh no they are NOT!
