I would certainly advocate jail for those that flout a life ban - 5 years for the first time, ten for the second, (and there should be NO reduction in jail terms for any criminals - what the judge dishes out should be fully served).
I cant see how having to display licences in the windscreen would stop this sort of thing - modern pc's, scanners & printers with software editing tools would make it easy to fake them. Its easy enough to drive around with an out of date tax disc as it is without much likelyhood of getting caught.
