I don't think there is a ban on CHANGING the cars during the season... I thought the ban was on TESTING the changes!
However, do we REALLY think that the big teams WON'T be testing the ideas on OTHER vehicles so that they escape the rules?
How hard would it be for (just as an example) FIAt to build an F1 chassis into the bodywork of an Enzo and test it at their own test track under the watchful eyes of all the journalists in the world?
I am NOT just picking on FIAt. McLaren have a new road car under development in a 'black shell' (disguise): how could we KNOW that there isn't an F1 chassis inside that 'mule'?
