In an analysis of ALL accidents analysed 5% were speeding. In an analysis of fatal accidents 13% were speeding. No contradiction.
And cause - no because it's under the category "injudicial action" - ie they were breaking the law. The "cause" was excess speed.
Even if we take your view that speeding was the "cause" you are left with the uncomfortable conclusion that speeding drivers have less accidents that law abiding ones, and are certainly no more likely to have a fatal accidents.
