Err...John, 1% of deaths were caused by drivers on their mobile phones in 2007. 3% on fatigue, and a further 3% on a distraction inside the vehicle. So spending 21% of our money on a scheme to prevent 7% of deaths (and the scheme would be what exactly?) would be far more disproportionate!
Also, you have to take into account effectiveness...how on earth can the Police ensure no one falls asleep? Spending £millions on 'wakey wakey' pills possibly might help I suppose...but I doubt they'd be anywhere near as effective as spending those same millions on speed enforcement.
