Well why spend the great majority of your effort on a group of motorists (speeders) who appear to have less accidents than the rest?!!! And, like I say, I'd like to know how many of the speeders were actually guilty of "excess speed". Give the arbitrariness of the limit, and my own personal experience, I would suggest only a modest percentage.
And regarding falling asleep. It has been suggested that around a third of all motorway deaths are caused by someone falling asleep (difficult to prove I know). And actually belatedly some action has just been taken to ensure that sensible driving hours are observed by foreign drivers. It is that sort of initiative that I am talking about.
