I struggle to understand this compulsory rule which makes everyone use all the tyres, whether they are good for the conditions or not. I understand the reason for bringing two compounds to the track but for the life of me why force the teams to use them? In every racing formulae out there with open/choice tyres everyone is trying to use the optimum tyre for the conditions. What is FIA trying to achieve forcing the use of the WRONG tyre? I agree with Fernando, why not include the wet tyres as well?
If the intention is to force teams to do 3 stops at every race why not do just that? Introduce compulsory pit stops with timed windows like they do on BTCC.
