You know, I'm glad you did ask that question!
Why is it so crucial that there is a cap on spending in F1? It is the pinnacle of the Motorsport, for decades it has been the most expensive sport to be taking part in, advertise in, compete in, spectate in, etc. etc.
I seriously do not understand where this "need to downsize" thing has come in Max's head from!

What's wrong with getting the advertising people to pay for the privilege of being part of the best Motorsport show in the world?

Was that because Bernie and Max weren't prepared to take a cut and admit that the teams (and I do include the hard working Mac, Will, Honda, RedBull as well as Ferrari) are struggling to secure hundreds of millions from advertisers rather than tens of millions?
What's wrong with letting the market regulate itself? Do we really need to "invite" everyone who "can afford it" to come into it? It is an exclusive club and, like the MCC it doesn't need every woman and her daughter to be in it to keep the spectacle going!

If we accept Max's reform and go down the £40M cap route with possible two tier championship you could have two possible scenarios:
1- You devalue the Formula to the tune of £40M, with advertisers thinking why bother(?);
2- You'll have teams with unlimited funds (lets say Ferrari for arguments sake) who can spend their way out of a handicap and make a mockery of the rules. We all know that money can't buy happiness but CAN buy almost everything else.
Including the FIA if you believe some here!

So where does that leave the sport? Maybe just as a talking shop on a Karting noticeboard...?

IMHO of course.
But then again, there might be some bee in my "Max 'n' Bernie" bonnet. Other than Ferrari (and the other hard working teams that have been there for a while) no one else deserves to:
1- have that much of a say in the sport;
2- be left behind when worthy people/teams have left.
