Since the rev limit is adjustable from within the car, the most reasonable assumption would be that Ruben's car was not setup to run in traffic. The next most likely scenario is an electronic glitch.
In my opinion, Brawn GP have been sandbagging throughout this season. Their engines are lasting an incredibly long time suggesting they're running well within its limits. Also, Button seems to open a 10s or so gap and then maintain the pace. Should he have to pass in the pits we see a few quick laps and he ends up exiting well in front. He doesn't dominate the races in the way Schumacher, Hakkinen etc used to, but he's won 6 out of 7 races.
