Martin Brundle made mention during the commentary of "audio cells".
While I don't claim to have any knowledge of the systems used by FOM, it's not inconceivable that they are using radio receivers placed at intervals around the trackside to pick up the audio and the strange noise we're hearing is due to the handovers between receivers as the car passes from one "cell" to another - a bit like your mobile phone does.
The GSM system has huge amounts of functionality built in to make these handovers inaudible, but if FOM are using a simpler solution, I'm not particularly surprised we hear strange effects.
