F1 run on a slightly different set of rules to us.
ie We work on that if a rule doesnt state you can do something, you should work on the principle 'you can't'.

F1 is slightly different in the cutting edge department, working on the priciple that if a rule doesnt state you can do something, you should try and engineer your way round it, hide it, try your best to get away with it 'until' your told its illegal.

6 wheel tyrell
Hairdryer Brabham
Lotus ground effect
McLaren 3rd pedal
there are loads, its the sport - a few examples.
I think Red Bull are asking for clarification, which I think is normal.
