Double decker buses and 40 footer artics have to be able to pull out at busy junctions. Neither have the greatest 0-60 time no matter how hard to thrash them.
The road's not the place to be screaming around in any event... there are so many speed cameras, sleeping policemen and other artificial obstacles that the fun's just gone out of that. Maybe more could be done to improve accessibility [financially] to motor racing and track days.
The challenge is to reduce accidents among new drivers without crucifying them with insurance demands that they can't and won't pay. The easiest way is to accomplish that is through a better training process and governed speed limits.
