The majority of the votes were not cast in favour of the Conservatives, that's the problem. As there are 650 seats in the House of Commons, a majority share of the vote would be 326. They didn't get that much unfortunately. They are the largest party though.

Its a little like shareholders in a company. You could be the largest shareholder, but unless you have 51% of the shares, the others can combine together to vote you down on any issue requiring a vote.
