I don't agree with the knee jerk media fueled desire to reform the Lords. I agree that it remains the one sane, stable and balanced facet at Westminster.

However given the fact that Lords reform along with PR looks inevitable then the two could be combined in effect to almost maintain the Status Quo.

Each party would provide a list of Lords candidates in order of preference taken from the existing members and new possible entrants. Depending on percentage of the vote cast in the Commons election, down to a certain number in the list for each party would be appointed. That way we would get a semi-representative, yet stable upper house, not unduly influenced by the idiot knee jerkers.
