Actually it does. There is specific legislation covering 2 way mobile communication devices, more aimed at cabbies, emergency services etc.
The mobile phone legislation relates specifically to mobile phones.
As the above poster has said thought, you could be prosecuted for careless driving, or failing to have proper control of your vehicle.
