Research has shown that people concentrate much more on the input from a phone than they do from a passenger.

Indeed, for some people the need to respond to a mobile phone is so extreme that they suffer from nomophobia if they cannot do so immediately (and get withdrawal symptoms if it is taken away).

Most people do not get like that over a passenger.
