The matter has been referred to the WMSC. I think this was a smart move by the Stewards. They have stated that Ferrari broke the rules (they clearly did), handed out a punishment (probably the smallest allowed) and are allowing the sports rule makers to decide any further punishment. The Stewards clearly did not wish to set a precedent that the rule makers would later have to deal with.

The WMSC ruling will be very interesting, especially considering that it will be the first time Jean Todt will have been seen in the day-to-day running of F1. Something he has so far successfully avoided.
