How racing used to be and in principal, how the US rules work (the Indycar ones seem a little different):

and that's certainly not the worst chop ever. Schumacher's move had a lot in common with Massa/Webber a few years ago. Modern racing has gone from defending your line, or taking a defensive line, to outright blocking.
