The Indycar rule would not solve this problem. Where are these accidents all occuring?! The start or mid part of straights, not in the braking zone. The Indycar rule only applies from the start of the braking area to the apex of the corner. So unless they extended the rule to encompass the exit of the previous corner to the apex of the next, it wouldn't help at all!
I agree, the Indycar rule would increase overtaking, but overtaking itself wouldn't be difficult. All you'd have to do is put your car on the inside and you're given right of passage. That's not racing, that's an active precession.
