o I didn't say that old cars must be exempted. They can be retro-fitted with governors but at significant cost. Whether that should be done or not is open to argument... but the proportion of them on the roads is trivial.

o There are plenty of ways to dynamically alter the speed governing settings of a zone. They could be done by GPS, RFID or even a form of Muni-Fi.

o I don't know how much en masse implementation of speed governors would cost. I also don't know how much it would cost to implement a fully carpeted national camera infrastructure [and support system] from scratch... nor I suspect do you ?

o I'm not writing these posts to create an investment proposition for you. My purpose is to illustrate that in 2010 there's a better way of ensuring speed limit enforcement than cameras.

o Not sure what your fifth point is here. In general, the heavier you penalize an infringement of the law, the more compliance you'll get. If driving without insurance incurred a mandatory minimum 10 year prison sentence [or even the death penalty]... I suspect that the purported 10% driving without insurance would decline. Society has chosen not to position driving without insurance that high on the league of crimes and that's why so many chose to do it.

...and ninthly... we could be here all night deliberating the minutia and the exceptions of speed governors. I think you're smart enough Ian to know that they could work... and in time its likely to be how speed enforcement is done.
