If they did away with road fund licence and put up petrol by 10p a litre, then the people who are using the roads the most, or drive gas guzzling cars would pay their fair share. Noone could dodge this tax, there'd be no need for enforcement for road tax, no costly court cases to fine people who are never going to pay anyway....
