But the wholesale price is overtly 'fixed' by producers.

If you used the terms 'cartel' or 'fixing prices' in the context of any other product it would be considered illegal.

Having said that I don't disagree with fuel prices going up. Most people do not give enough consideration to the impact of their vehicle use. Down here, the increase in vehicles on the road over the last 15 years has all but finished of 'sport motorcycling'. Can't risk taking the best line anymore ;)
