I thought at first that he didn't mean it but as they carried on talking to him it seemed pretty weird.

If he was indeed joking would he not think twice after being asked a second time and then go "only joking". Having said that he didn't seem/sound the brightest of individuals so maybe he just wasn't thinking about the severity of the claim.

I always think you have to be totally sure to accuse a competitor of cheating.
