Regarding driver training, I think we can all agree that our driving test is an insufficient indicator of driver safety. The system in many Australian states is surely better:

In short, you have a learner license until you have completed 120 hours of driving with an accredited instructor, followed by a provisional license where you can drive unaccompanied but with speed (and other) restrictions for 12-24 months, followed by a full license.
Much better than our average 20 hours followed by practical test followed by unaccompanied driving in any/all conditions with no significant restrictions.
