No Chris.... it's about whether Merc stuck to the rules that are allowed.
FIAt appear to have stuck to the basic rules: not a current car.... however that ends up being defined.
Merc waited for 2 days AFTER the rest of the teams left the track (which is odd to say the least) and then allowed it to mbe implied they tested IMMEDIATELY after the others packed up and went. Then, they used their CURRENT car.... and that breaches another rule....
If the FIA have requested a 'hearing' for this matter, then they are either trying to prove that NOTHING was 'wrong' (in a 'court')... or... they TOO think Merc were 'cheating'!
