Best thing to do is :-
1, steam clean or power wash what is loose,
2, sand with P240 grit sand paper,
3, prime with jotun penguard primer (roll or spray)
4, sand with P400 wet or dry sand paper,
5, finish with any 2k paint, (roll or spray)
All will cost under Ł150.
