You have made some really good points there.

To my mind the greater problem is of the immediate stopping and the damage this does to the brain inside the skull.

The only option is the Track Marshall having the facility to engage all drivers pit lane speed limiter until the danger has been cleared. That saves the time wasted in getting the safety car in/out and bunching the field up. In theory 2 mins or so with everyone at the pit lane speed limit means no one will gain or lose too much time relative to the other cars.
