Reduce the down force. Reduce wing size and ban any piece of bodywork/wing being directly above any other piece of bodywork/wing. I.e., at noon, on the equator in spring/autumn, no shadow can fall onto a piece of bodywork. That would put a stop to these wildly expensive to develop complex wings and ducts, reducing the costs and the importance of the wind tunnel.

Reduced grip, longer braking distances, slower corners = more overtaking.
