I believe there is a specific time between the green, amber and red sequence. If you can prove it to be too short, then you have an arguement. It is known that the police do take advantage of traffic lights that de-sequence themselves to boost their hit rate. Few people protest and by the time they realise that they might be able to do something, the lights are usually repaired. Get a stopwatch and compare the suspicious ones with a known good set and lodge your protest in writing to the local authority by signed delivery. I am not sure if you will get any satisfaction if you have already paid the fine though.
