Yes amazing is quite right Ian !

It IS a REVENUE generating exercise, but like most government revenue generating exercises, its not a profit making one... because government is unable to run anything commercially. Hence we have yet another ludicrous proposition to 'outsource' it to a concern that can generate a profit from it, and, I assume remit some of that back to the treasury.

Listen... if saving lives through speed reduction was a government objective, then fit speed governors to all vehicles. Anything else is an attempt at revenue generation, or probably more likely as you say... SPIN.
