By voting them out, we have to vote someone else in, but those people go in on the exact same salary as the rest with little incentive to change. We only get one vote, which we have to balance across a range of issues, some mor eimportant than pay.
However, I am not saying we should pay less, I'm saying we pay based on what they're worth. Whilst you're correct that paying peanuts gets monkeys, the reverse isn't true. Paying more doesn't often get better people. The truly excellent people are those in their field of work regardless of pay.
Of course, this is a seperate issue to MP's expenses.
