I don't think anyone is against a budget cap what they are more concerned about is whether it can be managed and the jump from $250m to $40m is to much and unmanageable in such a short space of time.

I think the best way of capping the money spent is to make the rules for the car in such a way that it restricts the amount that they can do to the car which therefor cuts the cost of development.
